Designs that Deliver

bloomberg Government

I guided the redesign of a policy intelligence platform used by lobbyists, analysts, and government contracting professionals.

My focus was on simplifying access to legislative / regulatory insights and federal contracts, enhancing user workflows, and aligning cross-functional teams around a shared vision.

Setting the Stage

After a decade on the agency side—leading innovation, experience design, and product strategy for Fortune 500s and global brands—I made a pivotal shift to an in-house leadership role as Director of Product Strategy & Design at Bloomberg Government. This marked a transition not just from consultant to employee, but from advising organizations to embedding within one.

Business Challenge

How might we build a multidisciplinary design team capable of supporting specialized product domains—Regulatory, Legislative, Lobbying, and Federal Contracting—while maintaining cohesion, consistency, and impact across the platform?

How might we lead a strategic redesign of the BGOV platform while ensuring zero disruption to product velocity and business growth in a live, fast-moving environment?

How might we introduce Lean UX practices into an enterprise-wide agile transformation to increase speed, reduce risk, and align cross-functional teams around user-centered outcomes?

A Tale of Two Businesses

Bloomberg Government is two separate business units living under the umbrella of one web site.  The company focuses on the needs of Government Affairs and Federal Contracting professionals.  A single platform for supporting two unique professional groups.

Site Evolution

Keep it Lean

An opportunity presented itself to introduce Design Thinking and Lean UX techniques into the organization’s agile process.

The Design Lead and I began an education campaign. We shared our philosophies with department heads, scrum teams, sales leads, and anybody who passed by with an interest.

In addition to pitching the process we also needed to train the designers in this methodology so they could take ownership of it with their scrum teams.

Design Studio

We Facilitated creative brainstorming workshops with internal stakeholders to generate ideas, as well as get the team working together in a collaborative fashion.

Using Lean Methods the teams were able to achieve group buy in and prototype ideas together.  Prototypes were tested with clients for additional feedback and assisted in defining MVPs.

“As a UX visionary, Everett cares deeply about the customer problem and demonstrated strong problem solving skills by designing the user experience that makes our tools intuitive and consistent. As a manager, he leads by example and always finds ways to energize the team. He is a strong influencer that drives the growth of an organization. I have enjoyed working with Everett as my partner, mentor and friend!”

UX Governance

Led the creation of UX standards across the site. This was a joint effort with R&D and UX team members which led to a greater adoption across the organization.

Created a component library for teams to have a common language to leverage when developing features.

Outcomes

Accelerated Sales Conversations:  redesigned platform navigation to align with prospect personas (e.g., Federal Contractors, Government Affairs professionals), significantly streamlining the demo process and enabling sales teams to tailor value delivery from the first interaction.

Enabled Seamless Product Evolution: introduced consistent design patterns and a scalable UI framework that reduced cognitive friction and allowed for continuous platform updates without disrupting user workflows.

Elevated UX as a Business Metric: established user experience as a measurable input in the sales pipeline—linking design quality directly to customer decision-making and enabling data-informed refinements to the pre-sales experience.
